    dont cut calories. cut carbs. only eat raw vegtables for your carb intake and avoid dairy and grains. eat all the protein and fat that you want(within reason). dont worry about saturated fat, it does not cause CVD! keep weight training as usual and get enough sleep. do this for 2 weeks(no cheating) and you will see results!

    Try interval training for cardio and keep with your weightlifting. There is no such thing as spot reduction. So when you do interval training and you start to loose fat, it will be on all parts of your body not just your belly. Since you are trying to gain muscle dont do intense endurance cardio like running for 30 minutes because it will burn off muscle as well as fat. Consume a small calorie deficit like 300 to 400 calories and spread out your meals throughout the day. hope this help al little
